Future Home of Cleveland’s Off-Site Construction Housing Factory Bringing Affordable Housing and Good Jobs to Collinwood
Cleveland is rewriting the playbook on how cities solve tough challenges—and it starts with transforming overlooked industrial land into engines of opportunity.
The Site Readiness Fund for Good Jobs has finalized the acquisition of the former General Electric property in Collinwood, laying the groundwork for Cleveland’s first off-site construction housing factory. This future facility will manufacture modular homes and panels that help accelerate the delivery of high-quality, affordable housing while creating good-paying manufacturing jobs for Cleveland residents.
This effort is part of a broader City-led initiative to bring off-site construction housing to Cleveland at scale. After a national search, the City selected four finalist manufacturers—Module, ModDSys, ZenniHome, and Guardian Structural Technologies—who are currently participating in a product pilot program. Each manufacturer is building a home (or homes) in the Clark-Fulton and Buckeye neighborhoods, in partnership with Habitat for Humanity, to test designs, costs, and community fit.
The results of this pilot will inform the selection of the final manufacturer(s) and guide the development of Cleveland-specific housing models. A market pilot of 20 homes is expected to follow in 2026, with full factory operations targeted for 2027.
Once operational, the factory will become a long-term asset for Cleveland’s economy. Not only will it deliver new homes faster and more efficiently, it will support local supply chains, drive workforce development, and breathe new life into a historic industrial site that once anchored the Collinwood community.
